In decentralized political system, the city planning is supposed to be a work of local city. Yet, we sometimes see the central government does city planning, especially for the captial city. France has a long tradition of centralized political system and of grand governmental works for this nation's symbolic city of Paris. This time, President Sarkozy comes up with some grand ideas through international competition.
